It is a common behavior for Mexican households to have off-the-record incomes due to the nature of their jobs. No social service means no easy way for the individual to prove to the bank that he actually receives an income, therefore, payroll loans are not an option.
But the important thing is that their off-the-record lives still manage an important economy. Excluded communities are known by their traditions, their festivals and their mutual collaboration within the people of the community. The best solution for financial inclusion is not to get them formal jobs (which would be incredibly hard) but to to capitalize their existing economic behavior to make sure they have access to affordable solutions for household improvement, security and education that assures that the future generations will have a better quality of life.
